I agree... I drove from Dallas to San Antonio, and was pretty much forced onto a longer route toll road, because going through/around Austin on the free road would have cost me far more time than adding many more miles to my overall trip.

You have create a choke point then offer paid options around it rather than actually fixing the choke point issue.
