You're ignoring the threat of using it, which caused Nixon's resignation and, coupled with Clinton's actual impeachment, made two in 25 years, recently. If, as Brilliant Bob fears, the President were to badly abuse his pardon power (for example, by pardoning thousands of some reprehensible group), the possibility of impeachment then becomes very real.

From what I observed in the Clinton and Obama administrations, the Democrat Party will never overcome partisanship, regardless of the offence, to remove one of their own from office.
