Or was it based on the Wash Po's writer David Ignatius's report- based on an unidentified leaker's allegations about the contents of the calls rather than on actual content? Comey's played that game before, using a press report to justify the snooping before the FISA court.

Flynn initially denied to others in the administration that the conversations involved U.S. sanctions against Russia. But intercepts of Kislyak’s phone calls showed otherwise. Washington Post columnist David Ignatius reported that Flynn and Kislyak indeed discussed sanctions. Ignatius’s leaker was a U.S. government official who has yet to be identified.
