BERLIN - Chancellor Angela Merkels cabinet agreed on rules on Wednesday to allow a limited number of family members to join migrants in Germany, ending a long-standing dispute between the parties in her two-month old right-left coalition.
The issue had dogged relations between Merkels conservative bloc and the Social Democrats (SPD) in the coalition talks and in government. There are also divisions among the conservatives, with the Bavarian CSU taking a harder line than Merkels CDU.
Under the new rules, 1,000 close relatives of people with subsidiary status, who enjoy a lesser degree of protection than those granted full refugee status, can move to Germany per month on humanitarian grounds from August.
This applies to spouses, minors and the parents of minors.
More than 1.6 million migrants have arrived in Germany since 2014, many fleeing wars in the Middle East, causing concern about integration problems in Germany, Europes biggest economy.
Under pressure to limit new arrivals, Merkels government suspended family reunions in March 2016 - a move that especially affected Syrians, the biggest group of asylum applicants in Germany, many of whom have been granted subsidiary protection.
The new rules, to go through parliament in coming weeks.

Human language is such an imprecise thing. You can say something that appears to mean something, but mean something completely different.
Basically, it adds up to 12,000 a year. If you take the ‘normal’ yearly inflow of migrants, asylum-seekers, and immigrants (from the 1990 era to present)...the average would be around 250,000 to 300,000. There’s maybe three periods (Yugoslavia wars, and this Syria/Iraq war) where the yearly number was not ‘average’ over the 400,000 to 1-million range.
I noticed this past week...a major German article which talked about outflow, where some refugees and migrants have basically had ‘enough’ and given up on the immigration idea. Part of the problem is the complicated nature of German society, but I also think the cost of living made them shake their head over how they’d ever get ahead in Germany.
I wonder how big is Merkel’s security detail to make sure she continues breathing while she destroys Germany?

Normal people try to use words as they’re popularly understood. Doing so helps us to communicate successfully. But if your goal is to manipulate, not to communicate, then that won’t do at all. Then you resort to lawyering, pettifogging, or pulling new, unfamiliar definitions out of the bowels of the Ivory Tower. That’s not lying, at least not technically.
