It required funds to be set aside for the relocation of the Embassy of the United States in Israel from Tel Aviv to Jerusalem, by May 31, 1999.
But since 1995, for a full 23 years, presidents Clinton, Bush and Obama repeatedly signed 6 month waivers to avoid carrying out the law.
