Unless they were standing too close to a Hamas supporter who was being violent or trying to get into places where they might possibly hurt innocents, IOW they were close enough to be collateral damage, it was the actions of those who got shot that led to their deaths.
For instance, lot of people trying to improperly cross the border during the protest? How many could have suicide/murder vests strapped to them?
