It is a draft. Maybe there is no reason to put criminal referrals in a draft document. Maybe criminal referrals are reserved for after the draft has been reviewed and potential errors corrected. That's a lot of maybe's. How 'bout one more?

Maybe. We’ll see. He sure whitewashed the hell out of McCabe and gave them enough to indict him of lying under oath multiple times. We could use some more of that whitewashing.

Don’t forget that Sessions is legally recused from all matters pertaining to the 2016 election.
He’d have to break the law to have any involvement with these investigations.
If he hasn’t withdrawn his recusal, he’s doing nothing ‘behind the scenes, or otherwise.

The DOJ IG already made a criminal referral. It’s in the hand of the US Attorney and will be before a grand jury with others if it isn’t already.
Wait for the public announcement of the indictments. It will be a busy summer.
