It was part of the coordinated attack. Session's former democratic colleagues in the Senate went after him for being friendly with Russians and laid the ground work for conflict of interest and recusal.

I am guessing RR was told by McConnell and Ryan to appoint Mueller at the urging of never Trump senators like McCain.
