The City of Chicago finally tamed the Cabrini-Green housing project by removing the police entirely ... and hiring the Nation of Islam as the security force.

It was very peaceful for a while, but it came to an end after an incident where the security staff caught a guy breaking into a elderly woman's apartment. The police were called, and they found the guy stripped naked and chained in the basement of one of the buildings, getting flogged with whips by some well-dressed black dudes with shaved heads.
