A reasonable argument can be made that she is correct.
It can be argued that the Kim long game strategy is to transform North Korea into a more modern state. He faces severe obstacles in the form of no money or industrial capability. By developing a home grown sabre and rattling it over and over before the Olympics glorified South Korea and showd him to be so pitiful, he got attention.
Kim did in fact rouse the ire of America in the form of death threats from Trump. Kim could not have possibly realized that rather than make blackmail payments, Trump would just kill him.

If you go on Google earth and traverse the western North Korean coast line, there are none of the beaches Trump described. There are instead Incheon like mud tidal flats for hundreds of miles.
However if you trace the coast on the eastern side, there are miles and miles of white sand beaches. Trump saw the beaches bearing artillery pieces and with the eye of a real estate man saw potential.
