Perhaps he KNOWS FOR A FACT that throwing rocks at cars is something the kid already does and assumed someone finally objected to the little miscreant's behavior?

Didn’t the kid’s father bring up rock throwing? This kids behavior, along with the bikes daring cars to hit them can escalate as the kid grows older.
