The pols use the gangs as street level precinct workers. In return the pols turn a blind eye to the hundreds of murders, nearly all of which are at least tangentially related to the drug trade.
THAT is why Preckwinkle and her ilk are so adamant about calling drug offenses “non-violent”.
Sure, the CPD and the Feds will have a “major” bust from time to time. The higher ups get some tv time, crow about what a good job they’re doing, some low level sub 70 IQ types the gangs wanted to get rid of anyway go to prison, and in 2 weeks it’s right back to what passes for normal in Englewood, Pullman, Garfield Park, etc, etc, etc, ad infinitum.
It’s the Chicago Way and it’s been going on since Prohibition.
