Probably the best thing they could have said, was, nothing. Even if they had the capacity to match the US effort they should still have said nothing. The same goes for most comments on social media. Generally, the best response is nothing at all.

The Outer Space Treaty of 1967 only bans WMDs in space. I don’t think it even prohibits kinetic energy weapons. A “Space Force” on its own does not violate it.

You would not need nuclear weapons in space.
A steel rod dropped from space and that could be guided to a target would do a lot of damage upon impact (without any radiation).
I am not sure if weaponizing space is a good thing or not, nor am I sure the Russians (or Chinese) have not already done so. Perhaps the President has received a briefing where he has been told that both Russian and China already have weapons in space. Which would help explain his action.

IIRC, Russia can only afford one aircraft carrier, and even that got towed to port on it's last deployment.
Russia is broke; they can't afford to build squat. What we have here is a textbook example of Sun Tzu's admonishment in The Art of War: "When weak, appear strong."

Amazing! This story from the Moscow Times has the same tone, Trump bashing, Anti-Americanism and fake news content as a story from the New York Times. They could literally take the newspaper name off and put New York Times on and you would not know the difference.

nor am I sure the Russians (or Chinese) have not already done so Wikipedia says "China's anti-satellite (ASAT) program has been under development since 1964." Russia has done the same for the same amount of time. It's long past time to acknowledge this openly and create a MAD capability.
