This is not a criminal complaint, but a civil rico suit for damages. The individual asserts standing by virtue of having damages arising from activities targeting him specially because of a book he wrote about the Clintons.

The specific allegations in the complaint concerning the book allege defamation, which is not one of the statutorily defined “predicate acts” that are a required element of every RICO claim. The vast majority of the allegations concern uranium, Russia, private email servers, and the crooked Clinton Foundation, for which the Plaintiff fails to allege any specific damage to his business of property as a result thereof. This complaint makes interesting reading, but from a legal standpoint, the RICO claim is going nowhere except the circular file.
