If the Court wanted to rule on something, they would state so explicit, not imply it. You are confounding two groups. The first are those not in the the US. The second are those that are in the US, legally or not.
Obama already came down on this when he abandoned the one foot rule for Cubans and began rrturning all Cubans illegally entering US without due process. So you see it’s already been done.
Ending the "wet foot / dry foot" policy applied expedited removal to Cubans the same as any other "3rd nation" (not Mexico or Canada) arrivals.
And would apply to those from Honduras, Guatemala, Salvador etc.

Yes, a lawful case can be made according to international law, Mexico perpetrates a continuous act of war by allowing and promoting people who are Persona Non Grata, from South America, to pass through its territory and accost the US border.
This is demographic invasion.
