I won’t disagree with what you are saying; however, it is completely his responsibility to burn in a safe manner.
Some places outlaw burning at all times, any burning is illegal. The same areas will make so many regs on dumps and landfills that it costs a fortune to dump your trash or get garbage service.
Don’t discount the problem unless you’ve live in such a area.
