Are you saying they have no drain fields? If they just have a pipe dumping into the river that is not a septic system and should already be illegal.
There may be such a thing as a problem NOT created by government but I cannot name a government created solution.
The subjects are never allowed to vote on such things.
Many have inadequate leach fields that are grandfathered, basically they drain into the rivers.
I like plastic.
Pisses me off they levy a tax on plastic bags in my location. Food stamp users are exempt.

Left-wing big government activists still can’t figure out why they lost. And Trump one. They had plenty of chances to solve real problems, but they gave the citizens Styrofoam bans, smoking bans, gun bans, Menu calorie counts, Soda taxes, Brussel sprouts in place of pizza in kids school lunches.
Then they can’t understand Why the sheeple don’t love their policies and voted for Trump. It has to be the Russians. They sound like Jan Brady yelling “Marsha Marsha Marsha”.
