How could Rosenstein's mandate include Trump being even investigated for, let alone charged with, obstruction of justice for acting on Rosensteins recommendation to fire Comey - unless Rosenstein himself is included?

Rosenstein can claim when he advised Trump to fire Comey that he Rosenstein did not have the facts he now has about the behavior or Trump or his campaign and that these surfaced while Mueller was investigating Russian collusion
