Tariffs are imposed on products coming into a country in order to make them more expensive, in the hope of shifting consumer purchasing towards domestically produced products.
This owner is imposing a tariff on his own product, which will shift spending towards his competitors!

This happens even in the USA where Hawaii residents have access to special lower rates while the rest of us get jacked for hotel rooms. I have never understood why this is permitted as it would never be acceptable if the discount were based on race, gender, religion, etc. - but residency is not a protected class.
The solution is simple: boycott the hotel (heck boycott the whole country) - there are about 100 other countries worth visiting first.

Last year, my Wife and her Daughter went to Thailand for 10 nights. They stayed at a 4.5 hotel/resort and enjoyed many low-cost tours. They were treated with respect and security was everywhere. Their room was upscale and had all the amenities of western hotels.
China learned the benefits of capitalism and tourism once they re-inherited Hong Kong from British control. They are still trying to figure out customer service because of their centralized totalitarian communist government. Wynn and others who are building more resorts still have problems with China's old ways.
Personally, I think the best foreign resorts exist in the United Arab Emigrates. They may be somewhat Islam based, but they allow bikinis and parties on their beaches. Dubai is the ultimate destination for Europeans with money. Plus, their security is second to none. When is the last time you've heard of a terrorist attack there? Cancun, Mexico is experiencing more kidnappings all the time, even along the beach resorts.
A $200B swing in one year with China's economy slowing and the US at the top of it's cycle? Why not ask for $500B, or better yet, a $1T?
Socialists and Communists never 'get' capitalism... even at fairly high levels. It's a real advantage for us.
