Those of you old enough to remember will recall that 1976 was probably the most patriotic year in terms of the media, movies, TV series (remember The Adamses on PBS?) since WW2.
To have voted to spit on the flag (the equivalent of what Brennan did) in 1976 took a special kind of anti-American bile.
Then he joined the CIA and became a Mohamedan sympathizer.

It was probably all the intolerably patriotic trappings of the Bicentennial year that drove Brennan to vote as he truly believed. Mere protest? I think not.
