WASHINGTON -- The Trump administration may have declared it over, but a new War on Poverty is coming anyways. It will be fought largely over the "work requirement" -- should the government require welfare recipients either to get a job or to train for one? It's a philosophical as much as a practical question.

A work requirement addresses a dilemma of all welfare programs. If you make eligibility and benefits too generous, you destroy the incentive to work. People will just collect their welfare checks. But if the program is too stingy and strict, many genuinely needy people may lack support. A work requirement tries to disarm this dilemma by conditioning welfare benefits on having a job or training for one.

There's already a work requirement for TANF (Temporary Assistance for Needy Families). That's traditional welfare; it mainly assists single mothers and their children. Now the Trump administration proposes work requirements for two huge programs: Medicaid, health insurance for the poor; and food stamps, now known as SNAP (Supplemental Nutrition Assistance Program).

TANF = TEMPORARY assistance for needy families.
SNAP = SUPPLEMENTAL nutrition assistance program.

The problem, IMHO, is that TANF is not temporary and SNAP is not supplemental.

IMHO, you should be allowed to accept government aid twice in your lifetime and each time not longer for than six months.

Six months is enough time to find new housing, start over, get a good job or what have you. The idea that SNAP or TANF can become a way of life is completely wrong.

If they are able to work, they should get a job or train for one...

If they are unable to work or disabled, they should get in a welfare program that fits them...

God forbid you have to scrape out a living. I have got up at hours like 4:00 am my whole life to work for strict and dare I say it, "stingy" employers. Boo whoo freakin' whoo.

The “single mothers with children” is what broke up many families. Want of a welfare check drove the man out of the house. Now you have the baby daddy culture. Govt pays by the kid, so, more kids=bigger check. The fertile woman is now the breadwinner. This is multi generational and won’t be an easy fix.

"First, these programs are huge. According to a new report by President Trump's Council of Economic Advisers (CEA), Medicaid had 71 million recipients in 2016 and cost $566 billion, counting both federal and state contributions. (The program is jointly funded.) SNAP spending in 2016 totaled $71 billion for 44 million beneficiaries. TANF is the smallest program of the group, with spending of $31 billion for 3.9 million recipients."

At work I see very few disabled Americans on Medicaid, most are foreigners. A lot are Muslims who came over with the lottery program.

The Rats are buying votes and handing the bill to the middle class. Saw the same thing in Communist Yugoslavia when I visited family in the 80's. There was no middle class. Just the poor and the ruling elites

A new requirement we should add - if a family signs up for welfare, teen girls and women who could have children MUST have an IUD or Norplant.

If you cannot afford the children you have, we cannot afford for you to have another one. We can’t trust you to be smart enough or responsible enough to maintain birth control that is easy to screw up, and it is unfair to demand the public pay for (or force) abortions.

When you are either able to support yourself or marry someone who does, the implant/IUD comes out.

This eliminates the temptation to have a baby to avoid having to go to work or train. It avoids the accidental pregnancies that keep other women trapped in a deteriorating situation.

Lives risked. Bodies and minds damaged.
They’ve earned a helping hand.

Is there anyone here who can describe the criteria for categorizing people as “genuinely needy”?

What irritates is seeing people in Wal-Mart eating better that I do on stamps and see their nice clothes, fancy nail jobs, expensive hairdo’s and driving new cars.

Also seeing them buying gum, Getting $20 cash back to buy their cigs.

Career politicians and Career Welfare recipients are NOT what the founding fathers were thinking of..

We are so ‘deep’ in the welfare fraud game that 3 and 4 generations of certain families think it is the way to go as it is the ONLY way they have ever seen it, not only in a single family but the system is so screwed up why have Apartment houses full of such people. (Which we ALSO pay the rent and taxes and upkeep AND ask for volunteers every so often to clean the area up).
