Kevin Lewis, spokesman for former President Barack Obama, denied accusations by President Donald Trump saying the Obama administration wiretapped Trump Tower prior to the election.
In a statement, Lewis said:
"A cardinal rule of the Obama Administration was that no White House official ever interfered with any independent investigation led by the Department of Justice. As part of that practice, neither President Obama nor any White House official ever ordered surveillance on any U.S. citizen. Any suggestion otherwise is simply false."

Because the order technically was signed and issued by a judge. Yes, we can parse words very well, thanks to years of listening to the Clinton crime syndicate.
No, they probably never ordered it. Brennan, however, looking for his gold star, probably brought the idea to Obama and said “by the way we’re surveilling Trump and members of his Entourage during the campaign.” Obama probably said “ok”. So no he never ordered it, he just okayed it.
