This is a redefinition that any prospective immigrant in the world could drive a truck through - using totally subjective and unverifiable criteria to not only get into the country, but to get in with the highest legal status (asylum) to receive full welfare benefits.
It would be a disaster to write such criteria into law.
A billion people could come make the claim, and be entitled to full welfare. They could probably bring their spouses and children as well.
