Instead of creating a new bureaucracy I would roll it within the Air Force. Manned aircraft is on a downward trend anyway. So, the Air Force could create a new division within the Air Force similar to the Navy’s Submarine Force. Anyway, that’s my two bits, we don’t need a whole bunch of new generals, star fleet commanders, etc.
