Yes, as he’s in federal court. They’d have to bring new/different charges against him, if they want to bring him to DC.
If I remember correctly, Mueller chose Northern Virginia for a reason. However, I do not remember what the reason(s) was. Don’t remember what was written about it, but I’m pretty sure the guy who wrote the article had some reasons for them filing in Virginia.
