What is stopping President Trump? The Constitution and law.
The killings in Chicago is a local and state matter. Not Federal. Even if asked (which is not going to happen) I don’t believe the President has the authority to send Federal Troops in to enforce local laws (remember our military is forbidden by law to arrest civilians).
