I can understand needing a security clearance to discuss a national security situation, but wouldn't a former CIA agent be able to answer questions, hypothetical or not, from a current CIA agent or official about their thoughts/opinions without having to be read in? Assuming, of course, that the former agent is reliably a patriot and not a Deep State lackey.

No. Anyone with a clearance discussing classified topics with someone not holding a clearance is breaking the law.
