Based on that link it would appear the resolution you cite was passed on the 16th of August and Sen. Cruz was in Corpus Christi on the 16th I believe it is unlikely he voted in the affirmative. I was unable to find a breakdown of recorded votes, but admittedly I only spent a few minutes looking.
I suppose could just not show up to vote....surprised Rand Paul would have voted for this nonsense....wtf?!
