That's one way to read what he says.
The other way is that Trump isn't more opposed to freedom of the press than Obama.
I doubt Tapper asked Obama tougher question or that Obama "feared" Tapper, but Obama and his administration would freak out over the little criticism he got from the media just as Trump gets worked up over much more, much worse criticism from the media.
