Yes, because his world view is consistent with what they believe - or at least they think so. To be honest, I’m really not sure what his world view is, but I have the impression that he wants to impress that he is ‘worldly’ and bringing the Church to modernity. The problem is that, in my opinion, he is blind to the truth about what ‘progress’ actually is, and his view of modernity is very flawed.

Pope St. Pius X said of Modernism in the encyclical Pascendi “can anybody . . . be surprised that We should define it as the synthesis of all heresies?” He identified Modernism as the most dangerous threat to the Catholic Church, in part because, even as far back as 1907 (when the encyclical was written), Modernists “[belonged] to the Catholic laity, and, what is much more sad, to the ranks of the priesthood itself.”
I finished my letter to the Bishop as such:
I ask that you be our Agent for Change - provide your flock with the roadmap and effect a USCCB response to the Vatican that is unequivocal in its condemnation and earth-shattering in its expectations. Again, please provide your flock with your opinion of Archbishop Viganos letter.
Though Bishop Foys is 73yo and not in good health, he is an excellent Shepard of his flock.
