The Truth About Chicago’s Crime Rates
Chicago Magazine ^ | April 7, 2014, at 9:36 a.m. | David Bernstein and Noah Isackson

At the woman’s feet, detectives found a curled strand of telephone wire. Draped over her right hand was a different kind of wire: thin and brown. The same brown wire was wrapped around each armrest of a wooden chair next to her.

The following day, July 24, a pathologist in the Cook County medical examiner’s office noticed something else that had been obscured by rotting skin: a thin gag tied around the corpse’s mouth.

Thanks to some still-visible tattoos, detectives soon identified this unfortunate woman: Tiara Groves, a 20-year-old from Austin. She was last seen walking alone in the wee hours of Sunday, July 14, near a liquor store two miles from the warehouse.

On October 28, a pathologist ruled the death of Tiara Groves a homicide by “unspecified means.” This rare ruling means yes, somebody had killed Groves, but the pathologist couldn’t pinpoint the exact cause of death.

Given the finding of homicide—and the corroborating evidence at the crime scene—the Chicago Police Department should have counted Groves’s death as a murder. And it did. Until December 18. On that day, the police report indicates, a lieutenant overseeing the Groves case reclassified the homicide investigation as a noncriminal death investigation. In his writeup, he cited the medical examiner’s “inability to determine a cause of death.”

That lieutenant was Denis Walsh—the same cop who had played a crucial role in the alleged cover-up in the 2004 killing of David Koschman, the 21-year-old who died after being punched by a nephew of former mayor Richard M. Daley. Walsh allegedly took the Koschman file home. For years, police officials said that it was lost. After the Sun-Times reported it missing, the file mysteriously reappeared.

Back to Tiara Groves. With the stroke of a computer key, she was airbrushed out of Chicago’s homicide statistics

Not sure what your point is since you didn’t make a comment. I see this article is from 2014 and the article talks about a decrease in crime.

Here is my favorite site for keeping up with crime in my favorite dimocrat run city.

https://heyjackass.com/

If you go all the way down to the bottom of the first column you will see stats you can click on from previous years. I’m not seeing where crime decreased in 2014.

Many officers of different ranks and from different parts of the city recounted instances in which they were asked or pressured by their superiors to reclassify their incident reports or in which their reports were changed by some invisible hand. One detective refers to the “magic ink”: the power to make a case disappear. Says another: “The rank and file don’t agree with what’s going on. The powers that be are making the changes.”

bureaucracies Rot from the top. The grunts are ordered by the upper ranks to fudge statistics and lie to make reports look better so the upper ranks can impress their boss. The result is a growing cancer of corruption begins to permeate the organization with bad driving out good and bad being rewarded.

The homicide numbers are especially important, says one cop: “You should see these supervisors, like cats in a room filled with rocking chairs, afraid to classify a murder because of all the screaming they will hear downtown.”

It's not just Chicago and New York - this is happening all over the country.

I’m not sure there are words to describe how angry this makes me. This is my home town, and it was once such a glorious place. Horseback riding in Lincoln Park, shopping downtown, especially at Christmas, the beach in my backyard, the museums, the Art Institute, Shedd Acquarium, and the magnificent downtown main library, just for starters.

I would love to go back and visit, but I’m afraid I’d be broken hearted (or shot in a drive by).

Richard J Daly was mayor when I was growing up. Corrupt as the day is long, of course, but he understood when an iron fist was necessary.

EXCERPT--Rahm Emanuel's Problems Were His Own Creation / FR POSTED

Chicago’s problems and low arrest rates are the results of poor political decisions.
Mayor Emanuel stupidly ordered (at least) three crucial measures that undermined the effectiveness of the Chicago Police Department:

1) Closed detective bureaus in Chicago’s highest-crime districts and relocated many to distant locations.

2) Dumbly disbanded many gang task forces.

3) The imbecilic liberal acted in collusion with the ACLU, instituted new, voluminous forms that have to be filled out each time police question someone in a criminal investigation. This mountain of paperwork gives police less time to patrol neighborhoods.

The state of Illinois is adding its own paperwork. Illinois Attorney General Lisa Madigan is now trying to require consent decrees after the Trump administration abandoned the Obama administration’s proposed.

A draft decree leaked in July contained a long form that Chicago police officers would have to complete anytime that they point a weapon at someone or even draw it.

REALITY CHECK: In some parts of the city late at night, it has been standard practice for police to draw their guns when they are investigating disturbances.

The Wire is prescient and reveals the depth of corruption and ineptitude present in America's cities.

The Wire should be compulsory viewing

The Wire is a series originally on HBO th at depicts the crime and corruption permeating Baltimore society. Each of the five years concentrates on specific corruption and crime

The drama is centered around a projescts drug organization and the police homicide unit.

The Wire is now available on Amazon Prime. Although it is 10 years old, The Wire is right up to the minute still relevant and correct

Maybe one day I will check it out if I ever get a chance. Keeping on top of the facts and data proving the crime and corruption permeating American society from the Obama, Bush & Clinton dominated government over the past five decades consumes my time.
