Does this explain why a cruise ship must stop in a foreign port? Alaska cruises that leave from Seattle have to make at least one stop in Canada, or they must leave from Vancouver, (Canada). Why?

Yes, a foreign ship can’t directly travel between a west coast port and Alaska or Hawaii. A ship would have to be US built, US owned, US flagged, and US crewed. That’s one If the reasons there are all these crazy ideas to convert the SS United States into a cruise ship, because its too expensive to build a new US built cruise ship.
