The Preamble is a Notice of Intent. It states the intention of the law, but has no force IN it. The clause itself reads - Common Defence and general Welfare
AND .. a conjunction that ties these two items inextricably together.
The Founders intended that the federal government be empowered to promote the general welfare by providing for the common defense, NOT decide what was or what was not for the general welfare of the People.
