According to a report by The Intercept, the letter was relayed to lawmakers by an individual affiliated with Stanford University and concerns an possible sexual misconduct incident involving Kavanaugh and a woman while they were in high school. According to two officials who spoke anonymously with the New York Times.

The vote was, indeed, scheduled to be for today.
HOWEVER:
Per procedure, any Democrat could call for a one week delay for ANY reason, up to and including his or her underwear was too tight.
So it was a foregone conclusion that the vote was to be September 20th.
