The fact that California is not in the bottom five says a bunch about their r methodology
Sounds to me like that’s exactly what it indicates. Furthermore,when these chickens come home to roost and the state is broke,then they will come around to extract more taxes from many who don’t even have a pension plan to bail them out. That is adding insult to injury of the worst kind.
