My sense is that a cabinet secretary doesn’t have to spend the money. The POTUS executes what the Congress approves in the way he chooses, so far as I know. IF they get to the end of the year with 5% left in their accounts, and then the next year they end up with another 5%, then what?

Congress budgets based on what was spent last year. If you don’t spend 5%, that’s 5% you won’t have in your budget next year. And if you do cut that 5% and then the President asks you to cut 5%, you don’t have the fat to cut anymore.

Getting Bureaucrats out of that mentality and into doing what is right for the nation is not an easy task.
