End the H1B and H2B visa programs, in their current forms. Allow seasonal workers/farm workers. No women. Company/business owner is responsible for housing/paying any medical bills and sending them back home when picking season is done. No families. After 7-10 years of loyal service and can prove that they can speak English and know the basics, they can have the “chance” to apply for a Green Card.
