Where is it stated that the stamps were not cancelled on any of the packages, not just the hand-delivered CNN package.

It is not stated anywhere.
The images shared in the article show no cancelled stamps on two that were delivered.

I’ve not seen any “all” claim but per the NYPost the stamps on the one sent to Brennan weren’t postmarked.
