Didn’t have permission to call an ambulance? What?

I take it that meant the cost wouldn’t be covered under his VA healthcare. (I assume.)

It’s the VA.
You know the place that gives veterans like us a second chance to die for our country.
If you have a chance go to RangerUp and search for The Damn Few presents The Wizard of VA.
It does happen. 15yrs ago I was taken by ambulance to the local ER for a cardiac problem. The ER doc called the VA hospital 200 miles away and they admitted me over the phone. The ER doc told them I needed to be transported right away, but the VA said no transportation is authorized, I had to find my own way. Needless to say the ER Dr was totally horrified. They gave me an oxygen tank and some nitro in case the pain got worse. Luckily I was able to get one of my son in laws to do the driving for 4 hours to get me there in the middle of the night.
5 years ago I fell down and couldn’t get up. The ambulance (fire Dept. EMT) would not take me to the VA hospital. I wound up at Sutter Hospital in Roseville Ca. Luckily for me, I got 100% better care!
No Ambulance Co, will take you to the VA. In reality they don’t have an emergency Room.....
