It's Cuban and it is a play on the two "to be " verbs in Spanish. Ser being permanent and estar being temporary in the infinitive form. I screwed it up though. Getting tired on this end.

Corrected: Ni estan todos los que son, ni son todos los que estan./ Nothing seems to be all that it is, nothing is all that it seems to be.

Point is all gun owners are not at all like the propaganda narrative portrays them and this gun crime perp was a Trump hater.
