This man, after he was 21 years of age, was also identified as among the “neediest” cases for charity in NYC, getting funds for tuition, books, etc., so that he didn’t have to fund his own college education that he was obviously not qualified for. (Hint: he would have been better off at a community college that he funded for himself while working.)
