The Supreme has identified three “united states” in Law...

The Nineteenth Amendment gives a “right” to a class of people called U.S. citizens.

It’s late, you now have enough for the journey.

There’s no right to vote. Those amendments just state that you can’t discriminate on sex, race or age(18)

The States are supposed to decide the requirements for the franchise, outside of the few qualifiers for federal elections.
