Our church has had to upgrade facilities and implement food-safety protocols as mandated by our town Health Department.
It was an expensive PITA, but we are now compliant.
You are not doing the poor any favors by making them sick. If your intent is to help the poor, it is your responsibility to ensure that the food you serve is prepared safely, cooked adequately, and maintained at an appropriate temperature until it is served.
Of course, it is possible to do that without the bureaucratic oversight. But, in my experience, people do not make the effort until they are forced to do so.

Insufficient bribery, I suppose. Our church bought a double wide to be the parsonage, and hired a contractor to create the foundation. When inspected it was rejected, and the church was required to lay another whole foundation. I joked that The Church's One Foundation, But the Parsonage Has Two
. . . and had to wonder if that was for want of strategically placed grease.

It is sad but true that home-prepared food is frightening
One time when we lived in Pt. Jervis, N.Y. we had to evacuate because of some flooding. A late winter snowstorm in the Catskills aggravated by heavy rain. All that melting snow drained into the Delaware and the ironically named Neverisnk (it comes from an Algonquin word, mistranslated into Dutch meaning, sometimes appropriately, RAGING RIVER). That town IS for all intents and purposes a flood zone. Our house was high and dry but the street was flooded. We stayed at the local HS for a a coupe of days. A German restaurant down the road gave the shelter lots of food. They were closed because of the weather and the food was still good. So we kinda bad an Octoberfest without the beer. :) The Red Cross does have a strict.policy of no booze at the sheters

I see why this decision was reached, even if it makes no sens to some.
Yeah because everybody knows that the homeless only eat the very best food.
Gad, these pols don't care about these wretched people getting botulism, they care about getting their budgets increased so THEY look like they are helping the homeless. The only alternative to starving is "dumpster diving"
THAT's where the homeless are getting sick from.

"And then you give that to homeless people who are more vulnerable, they will end up in the ER and even die from that exposure."And of course that can't happen at a health-department-approved place such as...oh, I don't know...Jack in the Box or Chipotle.

If a private group wishes to share food with people who choose to enjoy it, I think the sole requirement should be to post a sign ‘Food served here is not from inspected kitchens and may be dangerous. Public is warned that they are eating at their own risk’ - Let people make the choice.
Scant chance of food poisoning is not enough to trump people’s freedom to feed others, and I refuse to see governmental nannies over-hand wringing over such a minor concern.
