Indeed; Mexicans with Indian blood are largely looked down upon within Mexican society and to now give those folks an opportunity to dislike a supposedly inferior set of of intruders, they’re gonna act on that. As you approach the border in San Diego, and I imagine at other crossings, there is a huge Mexican flag—see ‘banderas monumentales’ in Wikipedia. Some of these measure something like 30 x 50 meters on a 100 meter flag pole. It’s kind of a nationalist thing they’ve got going on. It is by the way an official government program.

I believe they thought it would be a grand opportunity to stick it to Trump. But it’s merely a slight delay. The Democrats will have them all across the border before they officially take the House in January.
