WASHINGTON — Track workers blamed for what Metro had called faked inspection reports are getting their jobs back, after an arbitrator found the reports were done as Metro had instructed.
A court filing this week suggested Metro and five track workers who had filed a federal lawsuit over their firings reached a settlement in the case, and Metro and Amalgamated Transit Union Local 689 confirmed Wednesday that an agreement covers most of the at least 16 front-line workers and five supervisors who were publicly disciplined about two years ago.
Three of the workers who challenged their firings are not covered by this settlement, but all others are expected to return to work, union spokesman David Stephen said in a statement.

The discipline in this case came after Metro opened an investigation into inspection and maintenance following a July 2016 derailment near East Falls Church that could have been prevented.

Inspection reports had repeatedly noted failing rail ties through the area where trains can cross from one track to another, but also repeatedly noted the exact same measurements month after month and year after year.
A wider investigation found similar issues elsewhere in the system.

Not a rail guy so I am honestly asking.
Why is it considered a falsification if the measurements are the same? How precise are the measurements supposed to be? Are we talking inches, quarters of an inch, 32nds ??
Can someone enlighten me?
Sounds like the Union inspectors repeatedly did a *copy and paste* for these fake inspection reports from their climate controlled office.
Apparently, too much to ask for the Union members to actually go out on the tracks.
For 3.5 years, I rode Metro buses and subway cars. It amazed me on the operational failures that occurred on a monthly basis. At some point, I talked to a guy who’d been hired in the mid-1970s and was on the original crews. For two decades....things ran fine, and rarely did any big accidents occur. Then as you get into the 1990s....people were retiring and new folks came in, and the system was crafted to be a failure from that point on.

So, if you have a tumor, or tooth cavity, and it gets bigger, but it's noted that it stays the same on a "report", does that matter?
Like wise, since the ties were noted as a problem, then it gets reported that it's staying the same, but in reality decaying and thereby getting closer to the failure that occurred, isn't that criminally negligent fraud?
Why does it look more to me like management should have undertaken some repair work when the bad ties were first noticed?
They hire the worst possible combinations of crooks, convicts, and incompetents to run it, and those that are competent and honest have to keep their heads down.
In fact, the DC Metro is in violation of Civil Rights laws, but nothing gets done about it.
Ok, so I get not doing your job is bad juju.
But is the expectation that a “bad tie” gets worse over time? Would the measurements be expected to increase or decrease? If the inspector tells me that there is a bad tie and that it needs to be replaced ... why would it not be replaced right away? Is there a margin of acceptable error?
What if the measure DIDNT change? Is that a problem as well? If that is the case, then the natural human reaction to expectation of change of measurement is to “find” such changes. That seems just as bad to me.
Just confused as to why the measurement staying the same is ASSUMED to be a falsehood. I guess I dont understand enough of the day to day mechanics of rail roads.
