President Donald Trump threatened Friday to keep the government shut down for months or even years if he doesn't get money for his border wall and said he is considering declaring a national emergency to build the barrier if necessary.
"We can call a national emergency because of the security of our country," he said in the White House Rose Garden after a closed-door negotiating session with congressional Democratic and Republican leaders. "I may do it. We can call a national emergency and build it really quickly."
One way the president could free up the bulk of the money he wants for the wall is through a transfer of up to $4 billion in Defense Department funds. Technically, that would require the Defense secretary to determine that the move is in the national interest and to notify Congress a move that in the past has meant sign-off from top House and Senate lawmakers, but that Trump might try to execute without that assent.
The message about a long-term shutdown was delivered during the private meeting....

Very telling that Schumer and Pelosi don’t deny that the President has the power.
If he withdraws enough troops from overseas, he can free up enough FY19 money from the DoD budget.
Also, I’d bet that the Acting SecDef (Shanahan) is on board to make it happen - he raised the Comptroller (who would move the money) up to become the new Deputy SecDef (while still keeping his Comptroller job and financial powers). So it would seem that the Comptroller is likely in the pocket as well to make it happen if called on.
Looks like the skids are greased, and the Democrats risk being totally shut out of the solution (no political cover), if they don’t agree to funding an amount that the President will accept.
I’m guessing that around $5 billion this year would be around all the DHS/Corps of Engineers could efficiently execute. It would fund a serious wall building effort - essentially buttoning up the Rio Grande Valley and Fifty miles around Laredo, on the North end of Falcon Lake.
Folks were asking to survey for border wall this week at the SpaceX launch facility at the mouth of the Rio Grande - indicating that preparations for another round of contracting have already been underway.
The President is correct. A house divided against itself cannot stand. The government cannot endure, permanently, half Open Border and half Closed Border. The precedent is the Civil War.
Shut it down, Mr. President, and let’s see if the Rebels are willing to fight for their treasonous cause.
