It is the Department of Justice on the federal level, and State legal officers at the State level. Both have been corrupted by the Democrat Party. If the legal system does not work (everything up to the Supreme Court), then we all are captives of a banana republic. It is not something the Republican Party can reverse overnight. The election of Donald Trump, and, perhaps, the creation of a new political party, or at least the Trump-Republican Party, can help reverse this, but it will take time.
