Accounting Error? Agency Paid Employees Despite Lack Of Funds During The Shutdown

Staff at the Chemical Safety Board (CSB) received a paycheck on Friday despite the government shutdown that left the agency with no funds, The Daily Caller News Foundation reported. The kicker? The agency is being run by Obama appointees who are still in the position.

According to the DCNF, staff at the CSB received an email instructing them not to spend their paychecks because the agency was working with the Interior Business Center (IBC), a federal shared services provider that handles payroll for dozens of agencies, to have the funds reversed.

Thomas Zoeller, the CSB’s senior adviser and acting general counsel, sent the following email to staff:

Folks, if you check your bank account this morning, you are likely to find that you were paid. As I reported to you last night, IBC made an error in processing the payroll for Pay Period 1 and no staff, furloughed or exempt, should have been paid. PLEASE DO NOT ACCESS THE FUNDS. We are working with IBC to determine how to remedy this situation and it is best if you don’t access the funds.

The mistake happened because of a classification error. When a shutdown occurs federal employees are put in one of three classifications: furloughed, working but not receiving pay or working and getting regular paychecks. Apparently the IBC classified the CSB staff as getting their regularly scheduled paychecks instead of working without pay while the shutdown is in place.

The majority of the money has been returned, except for four paychecks because of banking procedures and policies, the DCNF reported. 

The Trump administration has attempted to eliminate the CSB altogether by cutting the agency out of the 2018 and 2019 budget proposals but Congress decided against it.

Would someone tell me WHY Obama appointees are still in political jobs at the Executive Branch TWO stinking years after Trump took office??

Recover all internal communications ASAP.

I’d cut their next annual budget by 10%. They are obviously not competent to handle money.

That would be an email I didn’t get - oops I cashed the check, withdrew all my money from that bank and told HR I needed the form for changing my direct deposit as I switched banks - I’m sorry, what?! You expecting me to work without being paid - come again.

The CSB Board members serve fixed five-year terms. Many of these bureaucracies are similar, or Congress reserves major jobs for those already inside the agency. Most technocrats are Leftists, so it doesn’t make much difference which one a president picks.

I don’t believe the President has nominated anyone to the CSB. Barrasso and Capito have urged him to make appointments, but the President is trying to eliminate the agency instead.

Our mission is to drive chemical safety change through independent investigations to protect people and the environment. The agency was created under the Clean Air Act Amendments of 1990.

IN THE CSB’S 20-YEAR HISTORY, the agency has deployed to over 130 chemical incidents and issued more than 800 recommendations that have led to numerous safety improvements across a wide variety of industries. ”

It sounds good, but this very small agency has been wracked by mismanagement and severe infighting. It also recently unionized, and most of its investigators have quit.

Shut it down.

Strange they are still operating... This morning I went to the NOAA website and it is even shut down. Why I don’t know, because it is all just archived information that will run it’s self without them present just like all the other government sites still accessible. I think they may be trying to make a political point by denying access. .

These are the non judicial appointees that Schumer is blocking and Mitchy the Kid wont end the fake filibuster rule (and go back to the Mr. Smith rules) in order to allow O’ s appointees to be removed/replaced.
