Black 'genocide': Black Christian leaders call on HHS to abolish Office of Population Affairs

WASHINGTON — Black Christian pastors, doctors and lawyers are calling on the Department of Health and Human Services to abolish its Office of Population Affairs, an entity that they say is responsible for funding contraceptive programs that are partly responsible for a “genocide” in their communities.

In the aftermath of the 2019 March for Life, dozens gathered at Emmanuel Church of God in Christ in Southeast D.C. Friday evening for the “Sudden Uprising” conference to speak out against abortion and to call for an end to federal birth control and contraceptive funding that they argue has helped reduce the African-American population to below replacement level.

The conference was held to introduce a new report outlining the history of federal Title X family planning funding and its ties to the eugenics movement.

The document is critical of the federal government’s complicity in funding contraceptive programs that were more concerned about population control than the side effects, diseases or damage to women’s reproductive system associated with the forms of contraception being given to women by clinics.

The report was produced by The Douglass Leadership Institute, a D.C.-based national education and public policy nonprofit dedicated to issues of life, free market principles and limited government, in conjunction with the Georgia-based Restoration Project and the National Black Pro-Life Coalition.

The report’s target is the HHS Office of Population Affairs, which is housed in the HHS Office of Public Health and Science. The office was created in 1970 during the term of President Richard Nixon to administer Title X funding, which was created to “provide access to contraceptive services, supplies, and information to all who want and need them.”

In 2018, the office administered $286,479,000 in Title X appropriated funds.

“The reality many policymakers do not want to face is that the contraceptive methods that are most effective in preventing pregnancy — and thus pushed aggressively by many Title X-funded clinics — also increase women’s risk of both contracting dangerous or even fatal STD’s and facing long-term fertility challenges,” the report reads.

“This report will demonstrate that when faced with the choice between lower birthrates and women’s health, the Office of Population Affairs has consistently chosen policies and programs which prioritize the reduction of poor and minority birth rates over the reproductive health of poor and minority women.”

The report comes as fertility in the United States is nearing its historic low, while sexually transmitted disease infection rates are reaching record highs.

While fertility is decreasing across the board in the U.S., the decline in fertility for racial minority women has seen greater decline than white women. Data has shown that black women are twice as likely to face infertility as white women.

“This is not the recipe for public health and economic growth that America was promised with the creation of the OPA and Title X,” the report asserts. “It is well past time to rethink the model of federally funded family planning and begin anew with an outlook that truly prioritizes public health.”

The report criticizes the OPA’s push to fund birth control clinics that provide long-acting reversible contraception like intrauterine devices, contraceptive implants and contraceptive injections.

“The use of LARC’s and permanent sterilization are strongly encouraged by both Medicaid and the OPA through innocuous sounding ‘quality’ measures. These metrics measure the ‘quality’ of the services they provide solely on the basis of preventing pregnancy, without regard to negative side effects, disease prevention or reproductive system damage,” reads the report.

“In other words, according to both Medicaid and the OPA, a method of contraception is considered of high quality (and therefore encouraged and incentivized for use) if it prevents a woman or girl from becoming pregnant, even if it also leaves her permanently sterile, ill from side effects, or deformed or dead from an STD.”

As Planned Parenthood and other abortion organizations are highly active in African-American and racial minority communities, the trend in lower birth rates has not been associated with an improvement in reproductive health as STD rates remain high across the board and “notably worse among low-income and minorities.”

Although Title X funding can’t legally be used to perform abortions, the report objects to the fact that tens of millions of dollars each year go to clinics affiliated with the nation’s largest abortion provider, Planned Parenthood.

“Although in theory Planned Parenthood does not use Title X funds for abortion as method of family planning, it performs abortions in the same facilities that receive Title X funds for family planning services,” the report stresses. “Someone who pays the rent on a massage parlor that is also a brothel cannot reasonably say that he does not fund prostitution.”

The report was handed over to the Trump administration, which has been sympathetic to pro-life causes and has strived to fulfill campaign promises to the pro-life community.

“The left is talking about how they should abolish [Immigration and Customs Enforcement]. If the left can go so far as to say we can abolish ICE, I think people of conscience and minority people should reconsider Title X and OPA,” Douglass Leadership Institute founder Rev. Dean Nelson told The Christian Post. “Maybe we should rethink that. I would like to see them abolish the OPA because of its eugenic roots and because of the fact that we are below replacement level in the black community. It is almost like Margaret Sanger’s vision coming to pass.”

African-American pro-life leaders have long spoken out about the eugenic roots of organizations like Planned Parenthood, which was formed from abortion organizations founded by Sanger, one of the central figures of the birth control movement who called for the sterilization of “inferior races.”

The report will be the focus of a push by the Douglass Leadership Institute in the next year as it plans to host forums at churches in cities across the nation to spread awareness of the matter in black communities.

“I have been a part of the Frederick Douglass Institute for a long time and also the National Black Pro-Life Coalition. We would ask over and over and we would say that there is a problem with Title X,” Rev. Alveda King, niece of Martin Luther King Jr., told CP. “It is designed to eradicate a community. We knew that and so more and more questions were asked.”

Nelson also serves as executive director of the Human Coalition, a pro-life organization that operates women's care clinics throughout the United States. He said the inspiration for the report came after the Human Coalition was denied Title X funding.

Catherine Davis, who heads the Restoration Project, was also instrumental in compiling the report. She told CP that she got involved in this issue after her 30-year-old niece suffered three strokes because of complications from birth control.

“That fired me up to say we have to do something to say that this birth control nonsense is hurting women, not helping women,” Davis said. “The science shows that when you are suppressing the women’s ovulation, you are causing all kind of other issues with her body that wouldn’t happen if she wasn’t taking birth control. First and foremost, we need to get the government out of the family planning business.”

If the Christian leaders could have their way, they would entirely abolish the Title X program. But that would take an act of Congress. However, Nelson believes that President Donald Trump could use executive power to make some changes to the OPA.

Davis said she would rather have the Title X funds designated to groups that counsel women and do not profit from abortions and contraception.

“One of the first things Trump did after he was sworn in was reinstated the Mexico City Policy,” Davis said. “In that memorandum, he directed the Department of Health and Human Services to enforce that memorandum internationally. Why aren’t we doing that domestically?”

What is happening to the African-American community, Davis said, would qualify under the Proxmire Act’s definition of genocide.

“That act made genocide a crime in the United States,” she said. “Point number five in the definition of genocide that ‘takes measures to prevent births within a group.’ This is what we feel Planned Parenthood has been doing.”

Ryan Bomberger, who runs the pro-life nonprofit education research institution The Radiance Foundation, told CP that the racial history of the OPA is evident.

“To understand why something exists, there was motivation and you look at Richard Nixon and you look at the Nixon Tapes, it is undeniable that his motivation was not altruism when it comes to Title X funding, particularly targeting contraception toward low-income people,” Bomberger said. “The Office of Population of Affairs, this is all just birthed out of population control and it has never changed.”

“In 2019, we have to revisit these things and revise and acknowledge what things really are,” Bomberger added. “In the end, it is still the same-old population control. It is still writing off groups of people as ‘lesser man.’ I think it is worth revising and perhaps rejecting what currently is.”

As the theme of the Sudden Uprising conference is “moving from education to activation,” Nelson explained that the report was really the first step in the push create an uprising of opposition to the OPA.

He is hopeful to work with the Trump HHS to figure out the best way to proceed.

King, who has been a vocal supporter of Trump and has been in the Oval Office for three bill signings since he took office, expressed optimism of what Trump could be capable of.

“Stranger things have happened. I believe OPA is not infallible. With the right efforts people will see the truth and demand that it be changed,” she explained.

“I believe that President Trump, being a businessman, a very practical man desiring an America that is very safe and sound for generations to come … will take a look at this particular issue and study, which he has already done when he looked at the Mexico City Policy and very clearly said to do the same thing here in America. That is happening and that is an indication that more is to come.”

As much as the left hated him, he did more to advance their agenda than almost any other GOP President except maybe GHW Bush.

I was wondering as well - why does a free country have an office of population control?!

Especially when it A - obviously hasn’t done anything about population as it’s growing exponentially and B- didn’t encourage it, causing an increase in immigration.

It’s an interesting leftist observation - they’re unknowledgeable about their own ideology that when someone “not of them” implements their ideology they still crucify them and when one of their leaders does something anathema to their ideology it’s still “right” - Like Stalin whacking Lenin.

The problem is for various reasons I won’t go into, blackamoors are averse to consciously using birth control and use abortion in stead. Abortions among the colored are something like five times the numbers of whites. The reverends have a problem with their co-racialists which I wish they would speak to instead of the ever handy ‘Its white racism’ bleat.

It amazes me how long it’s taken for even a small percentage of Black Folks to realize that the democrat party has been dedicated to the goal of eliminating all Black Folks ever since it came into existence and has never ceased to pursue that goal.

Add very few men as head of household being an employed father to kids. I see black women with 3-4 kids and many kids look to be within a year of the next. Walmart is often full of them plus Hispanics with kids, too.
