Trump should absolutely sign the bill. Take the $1.3 billion and then ADD to it with defense dept monies as possible.
The precedent of Trump getting money for his wall is set. Congress will have to appropriate money every year for the next 6 years.
I would go this route.
The rest of the money is got by legal and non-emergency use of existing funds
The treat of emergency EO And / Or closing the border remains in President Trump's back pocket.
Dims, GOPe and other malcontents discombobulated as Impeachment is put aside.
